Spencer Boulter

Responsibilities

Spencer serves as the Program Administrative Manager within the College of Engineering Office of Research and Innovation. He supports the coordination of large-scale transdisciplinary research projects. His role focuses on organizing project activities, maintaining funding documentation, assisting with proposal development, and supporting communication between investigators, partners, and administrative units.

Education

Spencer holds a bachelor of arts in business management and a master of science in operations management with a focus on process improvement. He continues to pursue professional development in project management, strategic planning, and emerging technology.

Background

Spencer joined Virginia Tech in 2025. He brings over fifteen years of experience in operations, project management, nonprofit leadership, and organizational strategy. His previous work includes managing multi-million-dollar budgets, supporting national research and education programs, and developing systems that improve efficiency and collaboration.
